Without a simultaneous decline in wood consumption, forest protection in one area simply shifts the burdens of resource extraction to another region.  For example, California, which protects forest lands but has done little or nothing to decrease consumption, now accounts for 15% of America's consumption of paper and wood products, of which 75% is imported.
